Mertcan Topbaşoğlu is a Trainee Legal Consultant who joined Spark Legal and Policy Consulting in 2026.
Mertcan obtained a bachelor's degree in law from MEF University in Istanbul, where he studied on a full scholarship and graduated with distinction. He completed his LLM in International and European Law at the Brussels School of Governance (VUB), also with distinction, where his thesis on the European Union’s accession to the European Convention on Human Rights (ECHR) received the highest grade in the 2024–2025 cohort. During his LLB studies, he spent a semester in Poland as an Erasmus exchange student.
Before joining Spark, Mertcan worked as a research assistant at the Brussels School of Governance, where he co‑authored an award‑winning academic paper about trade and environmental law. He is a Qualified Lawyer in Türkiye with two years of professional experience. In the summer of 2025, he served as a Visiting Researcher at the Court of Justice of the European Union (CJEU), invited by a judge to conduct research in EU law.
Mertcan is a native Turkish speaker, fluent in English, with intermediate knowledge of French and basic knowledge of German.
