Over 17.5 million Europeans live or work in a Member State other than that of their nationality. At the same time, businesses benefit from the internal market and operate across borders on a daily basis. Cross-border activity is an inherent feature of the EU, which benefits individuals, economies and societies as a whole.
Considering the increasing incidence of isses within the cross-border labour market, monitoring workers’ movements is of central importance. In line with this, the European Labour Authority (ELA) was established in 2019 by Regulation (EU) 2019/1149 to ensure a simplified, cohesive and efficient implementation and enforcement of the European legislation on labour.
Among other tasks, ELA coordinates and supports concerted and joint inspections (CJIs) in order to increase the capacity of competent national authorities to ensure the protection of persons exercising their right to free movement and tackle irregularities with a cross-border dimension.
Over the course of the next three years, Spark, in partnership with Ecorys and supported by HIVA-KU Leuven, will assist ELA with analytical and technical support to cross-border inspections. More specifically, we will provide reports and electronic bulletins on cross-border inspections, as well as support to the management of the Working Group on Inspections.
