As terrorism continues to be a major public security threat in the European Union, the use of internet technologies and online communications plays a key role in fostering radicalisation and supporting the planning and execution of terrorist attacks.
Regulation (EU) 2021/784 (Terrorist Content Online (TCO) Regulation) sets out measures to address the dissemination of terrorist content online. This includes designating national competent authorities responsible for adopting measures and ensuring compliance with the Regulation.
Spark, in consortium with Ecorys, Radar Europe and International Centre for Counter-Terrorism (ICCT), will support the European Commission (DG HOME) with its evaluation of the TCO Regulation.
The consortium will assess the TCO Regulation in line with the Better Regulation Guidelines, by focusing on the evaluation criteria of relevance, effectiveness, efficiency, coherence and EU-added value. Spark will conduct consultations with stakeholders and analyse the collected data to provide comprehensive support to evaluating the criterion of coherence.
